Legal measures for the promotion preservation and protection of Expression of Folklore

Cultural heritage is a unique ethnicity that is attached to the way of life of local communities which appear in various forms. Both intangible cultural heritage and intangible cultural heritage. It can be classified into a variety of forms such as local arts and culture, natural knowledge or Thai wisdom. The expression of folk art and culture is one of the cultural heritage of the local community, which should be preserved, and protected as a legacy to the next generation. By collecting legal documents, textbooks, research papers, thesis, journals, Internet information, training documents, including documents related to the promotion, conservation and protection of cultural heritage. By focusing on the expression of folk art and culture in the South. Analyze to find legal measures to promote conservation and protection of cultural heritage. Moreover, there was a collection of data from the sample group, shadow play cultural heritage successor, classical Thai tune cultural heritage successor including people who are involved with folk cultural heritage. To find ways of involving community organizations in promoting the preservation and protection of cultural heritage.
The analysis found that legal measures to promote, preservation and protection of cultural heritage can be carried out in a variety of forms, in general and in strictly controlled forms but from the study of Thai legal measures from the past to the present, it is a traditional practice in general. However, there are no compulsory measures to promote the preservation or protection of cultural heritage. The law may be grouped into 3 major groups: 1) the determination of the authority of local administrative organizations; 2) the protection of specific cultural heritage and 3) Protection of specific cultural heritage. Especially, defining obligations and roles through the law establishing the local government organization and Tambon community organization councils but the law is a promotion, which lacks clear enforcement. Stakeholders in the local community have the need for government agencies to be the primary agency in promoting the preservation and protection of local cultural heritage.
The research suggested that the local community with cultural heritage and expression of local arts and culture should be established as the Tambon Sub-district Council under Tambon community organization councils Act B.E.2551. Then, local government organization which has local areas to support the operating costs of Tambon community organization councils to agree between the Department of Local Administration and the Community Organization Institute (Public Organization) to promote the conservation and protection of cultural heritage is in accordance with the spirit of the law.
