The purpose of this research were 1) to study the mobilization towards making Wat Phra Mahathat Worramahawihan, Nakhon Si Thammarat to be the world heritage. 2) to study problems and analyze problems about the mobilization towards making Wat Phra Mahathat Worramahawihan, Nakhon Si Thammarat to be the world heritage. 3) to study the success factors of the mobilization towards making Wat Phra Mahathat Worramahawihan, Nakhon Si Thammarat to be the world heritage. 4) to propose the mobilization towards making Wat Phra Mahathat Worramahawihan, Nakhon Si Thammarat to be the world heritage. This research is a qualitative research which is studied under the paradigm of social sciences and the paradigm of public administration. The Unit of analysis is stakeholders from the public sector, private sector and civil society of 22 people.
The research shows that the operation for the mobilization towards making Wat Phra Mahathat Worramahawihan, Nakhon Si Thammarat to be the world cultural heritage was a collaboration of local people under the concept of “Public-Private Partnership”. The public sector had a primary duty to operate in accordance with the criteria of UNESCO. Entrepreneurs, stakeholders, communities and local people who had a way of life connecting to the cultural heritage, were aware of the value of the cultural heritage and engaged in their community put themselves with personal interests in a position to participate in different kinds of preservation and development. To be included on the World Heritage List, there were many problems. For problem analysis, the research finds that main problems were caused by the community engagement. On the other hand, a key success factor was “teamwork” cooperated by the public sector, private sector and civil society to support and participate in the operation by using participation management and deliberative democracy.
