Local leaders must have strong leadership, is a person who has the ability to have power and influence on the participation of the community in the development of conservation and continuation of the World Heritage Site; 5) Participation in the people-centred approach, The participation of local government organizations is public service related to the conservation and continuation of the world heritage that is important for effective local administration. Local people are considered to be the main contributors to the preservation and preservation of the heritage in the area.
