This academic article aims to study and analyze the condition of legal problems and participation of local community in management of the world heritage area, Historic City of Ayutthaya. The result revealed that 1) in currently, there is no specific law to manage the world heritage area, it still requires other laws to be used to manage the world heritage area 2) lack participation of the local communities in the area management due to Ancient Monuments, Antiques, Objects of Art and National Museums Act, B.E. 2504 (Amendment No. 2 B.E. 2535, currently in force, there is no provision to support the rights of communities to participate in the management of the world heritage area and 3) office of the local administrative organization cannot use the power to manage the world heritage area effectively under the principle of decentralization according to the spirit of constitution of the Kingdom of Thailand. Therefore, the conflicts of local agencies and other issues may inevitably.
