สยามสมาคมฯ โดยแผนกธรรมชาติวิทยา จะจัดเสวนาเพื่อทำความเข้าใจความสำคัญของพื้นที่ชุ่มน้ำเวียงหนองหล่ม อำเภอแม่จัน จังหวัดเชียงราย ในวันเสาร์ที่ 25 เมษายน พ.ศ. 2569 เวลา 09:30 น. – 12:00 น. ณ หอประชุมสยามสมาคมในพระบรมราชูปถัมภ์

พื้นที่ชุ่มน้ำเป็นส่วนสำคัญอย่างยิ่งของสิ่งแวดล้อมธรรมชาติ ของประเทศไทยและของโลก เป็นถิ่นที่อยู่อาศัยของพืช สัตว์ และนกนานาชนิด เป็นแหล่งอาหารอันอุดมสมบูรณ์ บ่มเพาะและหล่อเลี้ยงวิถีชีวิตของชุมชนที่อาศัยอยู่โดยรอบ รวมทั้งสรรพชีวิตในระบบนิเวศนี้มาอย่างยาวนาน ทั้งยังช่วยกรองมลพิษ แต่แม้ว่าพื้นที่ชุ่มน้ำจะมีความสำคัญเพียงใด ในช่วงหลายทศวรรษที่ผ่านมา พื้นที่เหล่านี้ของประเทศไทยกลับลดลงอย่างต่อเนื่องทั้งในเชิงคุณภาพและขนาด เพราะการขยายตัวของเกษตรกรรมเชิงพาณิชย์ นโยบายการใช้ประโยชน์ที่ดิน และโครงการพัฒนาและการจัดการน้ำของรัฐ อันเป็นเรื่องน่าห่วงกังวลไม่น้อย

โครงการบริหารจัดการน้ำในพื้นที่เวียงหนองหล่มได้ก่อให้เกิดข้อถกเถียงอย่างกว้างขวาง เวทีเสวนานี้จะพิจารณาคุณค่าของระบบนิเวศธรรมชาติของพื้นที่ชุ่มน้ำเช่นเวียงหนองหล่มและประโยชน์ของอ่างเก็บน้ำที่มนุษย์สร้างขึ้น นอกจากนี้ยังจะสำรวจว่าการตัดสินใจของภาครัฐในโครงการพัฒนาจะสามารถคำนึงถึงประเด็นด้านความหลากหลายทางชีวภาพ ความยั่งยืนและสิทธิของชุมชนได้อย่างไร ทั้งในขั้นตอนการวางแผนและการดำเนินงาน พร้อมทั้งตั้งคำถามว่าต้นทุนด้านสิ่งแวดล้อมของโครงการดังกล่าวนั้น คุ้มค่ากับผลประโยชน์ที่คาดการณ์ไว้ในด้านผลผลิตทางการเกษตรหรือไม่

เชิญร่วมรับฟังคุณค่าความสำคัญของสิ่งแวดล้อมในพื้นที่ชุ่มน้ำ โดยเฉพาะที่เวียงหนองหล่ม ทำความเข้าใจเรื่องของขอบเขตและผลกระทบจากตัวแปรโดยรอบและจากโครงการของภาครัฐ มาร่วมสนทนาและตั้งคำถามเพื่อหาแนวทางในการคุ้มครองพื้นที่ชุ่มน้ำอื่นๆ ของประเทศไทยในอนาคต ให้คงอยู่ได้อย่างที่คนในชาติเข้าใจและพร้อมกันแก้ไขปัญหาไปด้วยกัน

A Natural History Panel Discussion (in Thai)

“Wiang Nong Lom: The Significance of Wetlands”

The Siam Society Under Royal Patronage by the Natural History Section will convene a panel discussion on “Wiang Nong Lom: The Significance of Wetlands” on Saturday, 25 April 2026, from 9:30 to 12:00, at The Siam Society Auditorium. 

Wetlands form a vital part of Thailand’s natural environment. They provide habitat for myriad plant, animal, and bird species that thrive in aquatic environments rich in nutrients. They filter contaminants out of water and are a rich source of food for the communities nearby. Wetlands have provided food and livelihood for nearby communities, and those communities have in turn protected the ecological health of the wetlands for centuries.  Despite their importance to Thailand, wetlands have steadily declined in both size and quality over the past decades.  Although Thai laws and regulations provide some degree of protection for wetlands, their degradation continues unabated.

The Royal Irrigation Department’s project to drain the Wiang Nong Lom wetland in Mae Chan, Chiang Rai, has generated significant controversy. This panel will examine the value of natural ecosystems provided by wetlands such as Wiang Nong Lom in comparison with the benefits of irrigation water from manmade reservoirs. It will explore how government decisions on development projects, often guided by an engineering approach, can better take into account issues of biodiversity, sustainability, and community rights in both planning and implementation. It will also consider whether the environmental costs of such reservoir projects are justified by their projected gains in agricultural production.

The Natural History Section of The Siam Society will organise a panel discussion with the panellists Dr Rungsrit Kanjanavanit, cardiologist, conservationist and nature communicator, Ms Bunthida Plengsaeng, Deputy Director, Department of Water Resources, Ministry of Natural Resources and Environment of Thailand, Assoc. Prof. Dr Kitichate Sridith, biologist, independent scholar and former lecturer at Department of Biology, Faculty of Science, Prince of Songkla University, Mr Muangchuen Jindatham, Representative of Pa Sak Luang Community,  Mr Hannarong Yaowalert, Expert Member of Wetlands Technical Working Group, Department of Water Resources and Mr Pornmongkol Chidchob, Director, Project Planning Division, Royal Irrigation Department of Thailand. The panel will be moderated by Ms Wipaporn Wuttanawit, Assistant Editor of Decode and News Anchor at Thai PBS. 

You are warmly invited to join the discussion on the environmental significance of wetlands, with particular attention to Wiang Nong Lom. Participants are encouraged to engage in conversation, raise questions, and reflect together on possible approaches to protecting wetlands across Thailand in the future—so that these landscapes may continue to exist in ways that people understand, value, and collectively care for. 

The panel discussion will be conducted in Thai, and admission is free of charge.
